That’s exactly why Johnny said “NXT is the main roster” and Candice said “can I stay in NXT forever ?”. They would be drowned on Raw or Smackdown.

Yup, also the NXT fans view them as stars so when they come up if they aren’t top guys right away it is a problem, or if they get completely changed people miss their NXT gimmick or run. I think for NXT to work it needs to be portrayed as truly developmental and lesser, so guys coming up are almost always on the bottom and need to work their way up to the main event. The issue with that is WWE rarely if ever tells the story of guys having mobility on the card. They are either top guys right away or they aren’t.
