I just had a thought about the 2020 induction ceremony, why can’t the WWE do a ceremony without an audience, and show it as a network special on the WWE network, or are they just waiting for the 2021 ceremony where it looks like the undertaker will be the main attraction as they finally induct him
Because WWE wants to sell tickets to the event and make money to please the share holders

Exactly. When its not time sensitive, why do it and make nothing when you could do it in front of a sell out crowd if you just wait. Any smart business would do the same thing, there is a reason why WWE does so well financially.
